Modaf · Physical asset management

One maturity scale for every distribution company.

Modaf is a web platform for power distribution companies. It runs UPTIME asset management assessments in every department, rolls the scores up to company, region and the whole network, and tracks the roadmap, projects and meetings that follow.

Why Modaf

Replace paper reports with one comparable record.

Asset management only improves when every company is measured the same way and the results lead somewhere. Modaf does both, and keeps the evidence.

Standardize

Same indicators, same rules

Every company is assessed against the same UPTIME indicators, by the same scoring rules, on a set schedule.

Compare

Fair rankings

Scores roll up from department to company, region and network, so performance can be ranked and tracked period over period.

Act

From gap to project

Results feed a roadmap. Projects, special missions and meeting resolutions are tracked against it until the gap closes.

Audit

Nothing changes silently

Every change to questions, weights, positions and people is stored with its full history.

Modules

Five modules, one platform.

The modules follow the technical spec: organization and access, assessments, activities, dashboards and settings.

Organization and access

Five levels, from the national committee down to each department, plus cross-functional working groups.

  • Committee, regional, company and department roles
  • Role-based access: each person sees their own scope
  • Full history of positions, members and changes

Assessments

A versioned UPTIME indicator bank, evidence uploaded by companies, and scoring by supervisors and advisors.

  • Configurable questions, aspects and weights
  • Model versions: UPTIME 2, 3, 4 and IAM
  • History, comparison and radar charts across 10 aspects

Activities

Everything that happens after an assessment, in one place.

  • Meetings, minutes, resolutions and referrals
  • Projects, special missions and actions with quality control
  • Roadmap linked to assessments and deadlines
  • Correspondence with fixed routing and an inbox

Dashboards

A view for every supervisory level, from the committee's network view to a single department.

  • Status map by company or by region
  • Key figures: companies evaluated, weighted average, roadmap progress
  • Scores by model section and company rankings with rank change
  • A personal dashboard per role

Settings

Administrators run the platform without new development work.

  • Members and committee positions
  • Regions, companies, departments and their weights
  • Model versions, questions, formulas and activity coefficients

The model

Built on the UPTIME maturity model.

Modaf measures asset management maturity with UPTIME: three layers and ten aspects, from strategy and people at the base to reliability and evidence-based decisions at the top.

Every indicator carries a code built from its layer, aspect and number:

L-S-01Has a SAMP been written?

UPTIME version 3 is the default. Administrators can switch to UPTIME 2, UPTIME 4 or IAM at the start of an assessment period.

Scoring

Scores that roll up, from one indicator to the whole network.

Assessment happens at department level. Every higher score is a weighted roll-up of the level below, so the number on the committee's map can be traced back to individual indicators.

Who uses it

Each level sees its own scope.

Access is role-based. A department officer sees their department; the committee sees every region and company. Rankings follow the same rule: company and department users see only their own position.

National committee

Committee secretary, committee advisors and committee members.

All regions and companies

Region

Regional facilitator.

Companies in that region

Distribution company

Physical asset manager (the company's Modaf lead), asset management supervisor, company advisor and company committee members.

Working groups

Cross-functional specialist groups, such as work management, software, reverse logistics and organizational structure.

Interface

Designed for long shifts.

Modaf's users read tables, maps and forms for hours at a time. The interface is built around low eye strain.

  • Interface language: Persian / Arabic
  • Dark theme first
  • No pure black or pure white anywhere, so contrast stays readable without glare
  • Right-to-left and left-to-right layouts from the same components
  • Role-scoped views, so nobody wades through data that isn't theirs
